THE CONSTITUTION OF THE ST. JOHN'S REGATTA COMMITTEE HALL OF FAME
The cost of establishing and maintaining the St. John's Regatta Committee Hall of Fame shall be paid by the St. John's Regatta Committee provided that the Directors of the St. John's Regatta Committee shall have given prior written approval thereof.
There shall be three (3) categories of membership and enrolment in the St. John's Regatta
Committee Hall of Fame, namely:
"Rower" is defined as an individual competitor or participant who has participated in the Annual St. John's Regatta.
"Crew" is defined as any group, association, family or team which has competed or participated in the Annual St. John's Regatta and which includes where appropriate, a Coxswain and/or a Coach.
"Coxswain"/"Coach" is defined as an individual who has combined competition or participation in fixed seat rowing, (either as a rower or a crew member in the Annual St. John's Regatta), with continued interest in and contribution to the promotion, development and advancement of the Annual St. John's Regatta, and, without restricting the generality of the foregoing, may include managers, trainers and physical fitness instructors.
"Builder" is defined as any individual, group, association or family which has made a major contribution to the promotion, development and advancement of the Annual St. John's Regatta and, without restricting the generality of the foregoing, may include Committee Members, officials, benefactors, sponsors, administrations and executives of athletic clubs, groups or associations.
Notwithstanding any previous appointments to the Selection Committee as of December 15, 1991, the following shall be deemed to have been validly appointed to the Selection Committee for a term expiring at midnight on the date set opposite his name, namely:

Committee for a term expiring at midnight on the date set opposite his/her

(b) On the expiry of the appointment of those members of the Selection Committee set out in Sub-Paragraph (a) hereof, each member of the Selection Committee thereafter shall be appointed for a term of three (3) years. The term of a member of the Selection Committee shall expire at midnight on December 15, of the year indicated at the time of his/her appointment. A member of the Selection Committee shall hold office until his/her successor is appointed.
Category 1) Rowers/Crews;
Category 2) Coxswains/Coaches;
Category 3) Builders.

The reduction in the number of nominees to five (5) shall be accomplished in the following manner:
(a) Secret Ballot shall be used and each member shall be entitled to vote for the number of candidates established by the quota, aforesaid.
(a.1) The Chairman shall make a declaration of the ballot results after each ballot is cast and counted.
(b) Any candidate receiving unanimous approval of all present and voting shall be declared elected.
(c) If all of the quota is not elected, then a series of run-off ballots shall be conducted with each member present entitled to vote for the number of candidates remaining to be elected under the quota aforesaid, and each unanimous choice of those present shall be elected.
(d) If on any ballot there is a candidate(s) gaining unanimous approval, then the next ballot immediately following that ballot, will include the names of all remaining candidates, including the candidate with the lowest number of votes on the ballot containing the candidate(s) with unanimous approval. A candidate receiving no votes on any ballot shall not be considered on any subsequent ballot.
(e) If on any successive ballot there is no unanimous selection then the candidate(s) receiving the highest number of votes (provided that it is not less than fifty (50%) percent of the total membership of the joint meeting present and voting) shall be declared elected. Balloting shall continue in this manner until the quota is filled or until (f) below becomes operative.
(f) If on any successive ballots no candidate receives fifty per cent (50%) of the votes of the total membership of the joint committee present and voting, the candidate (in the case of a tie, the candidates) with the least number of votes on the last ballot shall be dropped and one additional ballot shall be conducted and the candidate receiving the highest number of votes (provided it is not less than fifty per cent (50%) of the total membership of the joint committee present and voting) shall be declared elected. No further balloting shall be conducted regardless of whether the quota has been filled or not.

Except as hereinbefore expressly provided, no member of the Board of Governors or of the Selection Committee shall at any time divulge or disclose the results or other particulars of the balloting, nor shall he disclose the vote of any member at any time, nor shall he disclose the names of those considered for election to the Hall of Fame.
No repeal or amendment of this Constitution shall be made except at a General Meeting of the St. John's Regatta Committee, and unless notice of such proposal, repeal or amendment has been given to the Directors of the St. John's Regatta Committee in writing, and:
